This is surely a good thing. Splitting Tex docs into a separate make target
and allowing something like 'releng_without_tex_docs' would be also nice to
have.

Still, I think marpa can be build on windows with
cweb<http://www.literateprogramming.com/cweb_download.html>and
Miktex <http://miktex.org/> with additional effort to find all the fonts.
Does it make sense? I'll put it to my todo list if it does.
