Sure. There are just three or four companies which can deliver trainsets running faster than 300 km/h in revenue service, these are the Japanese, who started the high-speed rail revolution (Hitachi, Kawasaki), Alstom, and Siemens. It will take probably some years before the Chinese can deliver trainsets in that league developed in their own construction bureaus. For the time being, they export slower trainsets and locomotives. The next league of train builders which can deliver trainsets with commercial speeds of up to 300 km/h includes Hyunday-Rotem of Korea, CAF and Talgo of Spain, and Bombardier, headquartered in Canada, but having the most advanced of their train building capabilities in Europe. Adtranz, which was sucked up by Bombardier later, was part of the consortium which built the ICE-3 operated by Deutsche Bahn; the ICE-3 is the basis of Siemens' Velaro platform. In other words: it would be a great surprise if China could _today_ deliver their own 300+ km/h trainsets. On the other hand, China can send a man in orbit around our planed with their own means. They call this the uneven and combined development...
