Theses are not open pit mines located in the desert, but rather are located in densely populated areas with complex and fragile ecosystems. You can call that socialism if you want to, I call it capitalist neo-extractivism backed by the strong arm of the state. It's really a mild form of keynesian redistribution, but it leaves intact the colonialist pattern of wrecking the countryside to benefit urban populations.
