So what position should Marxists in the west take in regards to  China?

Are we looking at a country that only pays lip service to communism, the way 
the Soviet Union did under Gorbachev? This is what the article implies.

Is China heading towards a new model of capitalist social democracy,one not 
seen in the west? One mixed with state capitalism? Again the article implies 
this.

There are a lot of us who don't buy the "genocide" line pushed by governments 
in the west in regards to the Uyghurs, and see it more like the displacements 
and relocations of indigenous people seen in the US and Canada in the late 19th 
and early 20th centuries. Not an ideal situation,but hardly the mass genocide 
line fed to us by western media and governments. The US has done far worse in 
the last 400 years.

I still believe the US model of capitalism, 40+ years of neoliberal economic 
decline, the lack of health care, police brutality, white supremacy and the 
alt-right, the post-9/11 surveillence state, and restrictions on civil 
liberties, not to mention the antiquated US system of government combine for 
one of the most oppessive countries on the face of the earth. When you measure 
the pros and cons side by side for average citizens, the US does not come out a 
lot better than China, and in a lot of ways is much worse.

Are there any actually existing socialist countries who Marxists in the west 
can count as allies?
