I may be missing your point about Mussolini, Hari. You surely know that independent unions and strikes were also banned in fascist Italy and that the government-controlled unions were part of a corporatist industrial regime in which the state managed relations between workers and capitalists. It was Mussolini’s fascists who crushed the left-led unions and peasant leagues well before taking power following the March on Rome in 1922. I’ve tried to make the point that if Trump is a fascist, he's the only one to have ever presided over a bourgeois democracy. Like Modi, Orban, Putin, Bolsinaro, etc., he may aspire to dictatorial powers but is forced to govern within the framework of a state in which opposition parties legally exist and he and they must periodically submit to an election where the possibility they will be replaced is always present. IMO how long these “strongmen" can hold power depends on the class interest of the bourgeoisie at a particular historical juncture, how long democratic institutions have been embedded in the society, and the will and capacity of the masses to mobilize against attempts to hollow out these institutions.
