National-Cultural Autonomy in a Federated society is the Bundist conception of political existence.
Another defect in Sand is that he has no consideration for the Mizrachi Jewish caste who form 50% now of the Jewish Israeli population and are a second subject of the Apartheid system in the Zionist State. Sand's dismissal of Jewish National-Identity by way of trivializing the European Ashkenazi communities meets a wall when it comes to the Jewish Arabs. The conception of Nation by Sand also parallels a race conception by considering Jewish people as being of only one ethnicity, the mixed European heritage and ignores the fully Semitic Jewish Arabs. It is not only the Zionist mind-set that persists in Sand, but also the classical Marxist position which was bourgeois Liberal in its constitutional conception.
