All of us have more or less capitalist ideology in our political outlook. How you judge "equal need" of different strata to overcome it is a Talmudic exercise. And it is outright false that all workers are reformists until capitalism exhausts its capacity for reform. There have been and there are communist parties, with plenty of working-class members, during times when class struggle could wring reforms from the capitalists.
