No the blockade had *zero* impact after about Jan 10, when it ended. The 
factors that explain why no oil has gone to Cuba or China are:

1) PDVSA no longer sells oil to anyone, not just not to China or Cuba. About 
80% of exports are sold by US-appointed intermediaries and Chevron, the rest by 
other companies operating in Venezuela

2) US blocks oil sales to Cuba, including but not limited to oil from Venezuela.

3) China has stopped buy Venezuelan oil, despite offers by US-appointed 
intermediaries to sell it to them as back as in January
