Fred says that PDVSA no longer sells oil to anyone. And why is that? It is because the US navy seized ships containing PDVSA's oil. There was no point in PDVSA continuing to send oil overseas if the US was able to seize all the ships and steal all the oil.
This means that the blockade has stopped PDVSA from selling oil. It has accomplished its goal. Does the blockade still exist? If PDVSA is no longer selling oil, then the US navy does not need to seize the ships. In that sense you could say that the blockade no longer exists. But the fact that PDVSA no longer exports oil is a product of the blockade. So the impact of the blockade continues to be felt.
