Hari's mistake is, thankfully, far less egregious than the monstrosities that Teso repeats here. For example, the lists submitted by the NKVD were not advance "shooting lists" in any way, shape, or form. They were sentences that the NKVD would recommend to the court if the accused were found guilty of the charge. If the accused was acquitted or found guilty of a different charge – which did happen – the recommendation was nil. Teso has it upside down. The lists were a mechanism giving high officials like Molotov and Stalin an opportunity to object to a recommended sentence. In practice we may presume they were bureaucratic formalism. Stalin did not have time to read hundreds of lists containing several tens of thousands of names. (Citations and technical details in Grover Furr, Yezhov Vs.
