This sounds suspiciously like a bad cable problem. (Doesn't matter if it's
brand new, sometimes they come broken.)
Just to eliminate hardware setup problems... have you used the configuration
utilities that came with the cards and done the full test routines over the
connection?
You typically need to boot to DOS (sigh) and run the setup program, then set
one machine as the listener then test the other (provided the internal
loopback tests worked) ... then reverse.
If you pass the cards network tests, then you can begin to worry about Linux
<-> NT problems.
