Here is some more info I copied from Dejanews. The thread can be found in

"As of 4:45pm on Tuesday March 20, 1998 the IANA istituted a change to
the authorization servers for DNS. This change is affecting networks
that are using NAT to hide unregistered IP's and sites that are using
IP's that are not assigned to them. According to the IANA this change
was done to stop the garbage traffic that was occuring due to faulty
configurations on Local Networks that were allowing the internal
192.x.x.x and 10.x.x.x IP's to flow unto the internet. However.... I
have many clients who are using these types of unlicensed IP's
internally as an enhanced method of security and are translating to
assigned IP's when they exit the site unto the internet. They are
correctly NAT'ed and NOT leaking the internal IP. They are however
having the same problem that you are. After several calls to IANA and
much "heated" discussion with them I have been informed that the
problem is widespread and they are looking at "maybe" reversing what
they have done. I also questioned why anyone would make a change of
that magnitude without announcing it first or testing it in a limited
segment to see what broke. They had no answer for that."
