The cost parameters are defined in the gencost matrix in your case file (See Section 2.3.1 in the User's Manual). If you've added new generators to a case file to represent DG, just add corresponding rows to the gencost table as well.
Yes, MATPOWER can do loss minimization, but it requires manually setting all of the generator costs to be equal and linear, then minimizing generator cost is equivalent to minimizing losses.
