Hi, Greg. Multiple time zone administration was previously considered an edge case (thus these issues were not prioritized, and sometimes not even documented), but I am happy to re-focus on these issues if they're causing problems in production. It's timely in that we're doing somewhat of an overhaul of the Scheduling UI to deal with multiple distribution channels. Just confirm that it's a real issue (and not just a theoretical one). I do want to say that while I'm not opposed off hand to re-ordering the items it the Capture area of the Scheduling UI, there are actually a number of usability problems when dealing with multiple time zones (not just the location of the agent dropdown). Just moving the selector might be a bit of a band-aid and might have other usability implications that haven't been thought through.
