Regarding the creation of the http_opencast02.usask.ca_8080, when File get
method is called in WorkspaceImpl.java, the uri value passed into the method
is opencast01 (admin) except when called by the download distribution service
which passes a uri containing opencast02 (engage) (i.e.
http://opencast02.usask.ca:8080/static/e2f89b85-852e-4f6d-adf4-a1b59953cc27/a8b3757d-302b-4544-af5f-25bab789df2f/dublincore.xml).
The working file repository (wfr) root directory is
" /nfs/content/files" and wfrURL is "http://opencast01.usask.ca:8080/files";
which is correct, but since the uri doesn't match this url it does not directly
get the file from the working file repo root. I haven't looked into yet why
the progressive download distribution service is passing an incorrect uri to
the workspace.
