There is a missing feature in the workspace. Currently, you can tell the
workspace to look to local disk for files in the WFR with the
'org.opencastproject.file.repo.url' property. You can not provide the
workspace with any other URLs that should also be accessed via disk.
Therefore, the workspace will download files stored for media downloads (e.g.
anything matching */static/*) rather than accessing them directly.
