Hi list,
for 1.3 the UI for the captions upload in a separate hold state is
broken. In the discussion about this problem it seemed more reasonable
(and easier to implement) to us to integrate the captions upload into
the regular upload UI.
The hold-for-captions was integrated for OpenCaps, but this project is
still not finished and useable.
Whenever we have captions for a file this is already available when we
upload the file. And in the current matterhorn system there is no way to
download the trimmed files for subtitling to create the captions.
So if no one votes against this proposal we would move the captions
upload for the 1.3 release to the upload UI in the section of the multi
file upload.

By the way we are still working on a way integrate Universal Subtitles
with Matterhorn and allow users to subtitle already distributed videos
with this...
