Thanks, Judy, for remembering the work that has been done in setting up the metadata scheme [1]. Pre-populating has its amenities when it comes to efficiency, but it implies additional work for those adhering to the scheme, e.g. by having to clear some of these fields where you would have left them empty (contributor, subject are the ones that come to mind). However, I know that this approach is shared by few, so I would instead ask whether
a) one can easily deactivate this feature or b) modify it in that you decide on which elements you would pass on. And of course, I share Judy's concerns regarding subsequent changes.
