Fix version of 1.4 means it should be addressed in 1.4 yes.
Slowing down the state polling will slow down the updates to the core, which
will probably cause it to misreport failures to start since it doesn't know
that the CA started until the state gets pushed. They will eventually show up
correctly once the state gets updated, but then it gets hard to figure out
which ones are real failures to start!
Slowing down the capabilities is fairly safe. Those updates only contain the
agent's configuration data, no state information. If the core does not have
that information when an event is scheduled then the agent will use its
defaults (*at the time the capture starts*).
