Just checked and capture agent admin throws away the states that stay forever:
if (!RecordingState.WORKFLOW_IGNORE_STATES.contains(state)) {
updateWorkflow(id, state);
}
return true;
I will just filter them on the capture agent side so that they aren't
transmitted.
