Martin, regarding Users/Shared, I've found on several users computers, it's set to read-only. See my post on NUG.
None of these users set it that way themselves, all are Admin. All are using Leopard. Do you know how or why this folder was set for them that way? It's a downside for your idea, which I've adopted. Seemed okay at first, since on my system it was always set to r+w.
