I don't know Pliny so I can't be sure what you have in mind, but do have a look at Lexara's Magic Studio (http://www.lexara.com/), the interactive image tool is great. Not open source, but web based. Talk to them about their products because I'm not sure which would be most appropriate for you (possibly Magic Studio Start will be open to a university, I don't know), but I do know that they have some interesting plans in the works for how they will work with content owners like yourselves.
