I had the same confusion at first. UDI is *meant* to be used with ZTI to allow 
users to choose their options, hence User Drive Installation. That doesn't mean 
it can't be used with LTI as well, but keep in mind the UDI wizard and your 
CustomSettings.ini have no bearing on each other and do not interact at all.

UDI is part of MDT, so no, you really can't use it without MDT.  And it works 
only in conjunction with ConfigMgr, so you need that too.

Lite Touch is also part of MDT, designed to be used without ConfigMgr.  It 
provides its own wizard framework.
