Yes, there is a next version of ConfigMgr on-prem. Will it be more "cloudy"? Maybe/probably, don't know any actual details but not being able to leverage the huge advantages that the cloud brings would be short-sighted.
Will on-prem client management ever go away? Doubtful in the near future (5-10 years). Just ask the EU or HSBC or Wells if they plan on moving *everything* to the cloud. I think you'll get a resounding no (in the near future). Although PC sales have certainly slowed lately, the PC is not dead. Many task workers no longer need a PC, but most office and knowledge workers still do and managing those on-prem systems from the [public] cloud just doesn't make sense (today) for most organizations particularly those that are averse to the [public] cloud (which includes just about every government and financial institution). The slow move to BYO reinforces the need for management from the [public] cloud (everyone has BYO whether they know/allow it or not) but this won't overtake on-prem, company owned systems in the near future for some of the same reason that organizations are [public] cloud averse. Who know what things will look like in 20 years though - just think about what things were like in 1994! Seesm like MS is heading towards a model where we don't deploy the actual OS anymore. With Windows 10 and beyond the OS will be there and we will just configure it. MDT is not going away anytime soon although they didn't give any real details.
