I really think your idea is really the 2nd best possible solution. The
first is go to a 24 hour pharmacy.

Unfortunately both solutions are difficult to implement for various
reasons and most likely different for each hospital.

So some of us have to come up with the 3rd or 4th best solution.

Goofey Idea. Have the hospital purchase high speed internet for each
pharmacist that would be on the call rotation and set them up with a
citrix connection. The P on call could place the order. That is of
course assuming the nurse has put the request in from the Dr. order.  

Just a thought. Not trying to get anyone riled up or anything.  Mark
