Alt+Tab works on Windows rather than Applications. Whilst the UX styleguide recommends that 1 windows== 1 application that's not always true for 3rd party apps and some other bits and pieces that haven't been fully adapted. What machine are you running on? And what type of screen? In netbook mode those should be full screened by the window manager automatically. If you're in big screen mode then that could explain it. Big screen could certainly do with some more love and patches are very welcome. When you 'full screen' with F11 compositing is turned off, which prevents things like alt+tab actually working. I can't comment on the future of Qt as the programming method behind the Netbook UX, not least because as a designer I don't get to make those calls.
