as long as your version is compliant the answer to both is yes,
otherwise the answer to both is no. compliance is mostly about
compatibility; if you use all our packages, and do not change the ABI
in any patches you add you're fine.

I don't think this answer is fully compatible with the theme license* in mutter-meego**. As I understand the license, redistribution is only allowed _with a MeeGo-compliant device_. I don't know if the license was meant to be that strict and I'm about as far as one can be from being a lawyer so I could be misreading, but that's what I think it currently says.
