Not a bug means NOTABUG :) INVALID should really be reserved for "Reporter did something irretrievably wrong" or "Reporter is ranting/is a spammer". In Mozilla, INVALID and INCOMPLETE are the resolutions available to a triager, and there INVALID covers "clearly not a Mozilla bug" and "expected behaviour". Here we're more sophisticated, and NOTABUG is better for the former. For the latter, there's no good solution really. The ideal would be to resolve it as a DUPLICATE of an upstream bug, but Bugzilla isn't really set up for that.
