I got some more info from Olav Vitters of GNOME - it's possible in later versions of Mailman - including ours - to do this without patching mailman. You just need to add "@<listname>" to the list config parameter "accept_these_nonmembers" for each list where you want emails to go through from all people subscribed to "<listname>". So, in this case, we would just need to create a post-only mailing list that anyone could subscribe to, but no-one could post to, and then for each relevant list, add "@post-only" to the list of non-members whose posts are accepted (and then filtered through all of the other moderation criteria).
