I got some more info from Olav Vitters of GNOME - it's possible in later
versions of Mailman - including ours - to do this without patching
mailman. You just need to add "@<listname>" to the list config parameter
   "accept_these_nonmembers" for each list where you want emails to go
through from all people subscribed to "<listname>".

So, in this case, we would just need to create a post-only mailing list
that anyone could subscribe to, but no-one could post to, and then for
each relevant list, add "@post-only" to the list of non-members whose
posts are accepted (and then filtered through all of the other
moderation criteria).

Apart from the @post-only list (which I personally don't agree with, as it would encourage all sorts of abuse), I've asked Adam to see if this is supported and working on our current mailman installation.

I would like for now for people to be at least subscribed to one list at least that sends mails out to people. Perhaps @meego-dev only even, but we can see about that.

If so, I'll propose a matrix of from-to mappings allowing cross-posting going forward.
