I can't see spam/advertisement rules in the list policy, but it is mentioned in 
the forum guidelines:

Jarkko apologized, even though it was not explicitly spam and would benefit the 
OSS community.
Are we gonna waste even more byte for that?

Someone asked for an explanation of the mailing list guidelines. I thought that was a reasonable request and replied.
