I think IPv6 is mandatory for any product that comes out these days. Even more importantly now that the IPv4 address pool has finally been completely depleted. So yes I think MeeGo 1.1 compliance spec should mention at least even vaguely that IPv6 is required if you don't want to specify any mandatory kernel configuration at this time.
