Actually that is a little unfair on many employers.

Employers pay recruiters to save themselves time. The problem is that
often the recruiters don't produce good results (i.e. too many
irrelevant or poor quality) resumes.

However it still appears to be quicker and easier than going out and
doing it yourself. It saves you having to go and learn about the various
communities where you might recruit, which is very time consuming.

I've used the recruiters to help me get people to interview and as with
most things in life YMMV.
