It could be the Bendix gear on the starter motor is not engaging the
flywheel, so the starter just spins without turning the flywheel.  Check
that the bendix gear is operating correctly.  It could be seized on the
spiral shaft that drives it against spring pressure outward to engage the
flywheel ring gear as the starter motor starts to spin.
