Wayne,   There are a few more things to check, we should be able to work this out otherwise your off to a auto spark ($$$)   1.  Is your light switch a 2 position type and is the dip switch in the "away from the driver" position for low beam?   2. What sort of inner lights are you using eg standard sealed beams or inserts, if inserts what sort eg Hella, Cibie?   3. If you disconnect your inner beams do the outer lights function properly i.e. park lights and low beam on light switch (position 1), and     4. Does the horn work as I note that one of the blinker circuits is crook too. Check that all (including the side markers) of the bulbs are working and the correct voltage. The stock 510 blinker can is not what you'd call the best in the business, use a replacement that load senses.
