What are you trying to achieve with your 3000 - 6000 budget?  If it a conversion, I am not feeling very confident in you fitting into that 6000  (maximum??) budget. 
 
FJ20 would be the most bang for buck choice, although Asian Auto Spares ph 07 3208 0133, have got very cheap half cuts for sale........ ie. (FF magazine pg 95 top left corner....)  SR20DET  180SX  $2800.  That I feel is an excellent start!  You can tell your engineer (~$300 that all the brakes and stuf are from the donor car and thats where the engine came out of, etc)  Use the factory computer and this will do all the things you need it for  except wash the dishes with no need to program (more $$$$$)
MADDAT motorsport fitting kit ~$800 
The remainder of the money will be for labour (stuff you can't do yourself) and nick nacks....... ie bolts, brackets, welding, oil filters, degreaser, rags.......   and the list goes on.........  You must budget in all the behinfd the scenes stuff like that other wise it becomes a long term (work.....save... spend) project (been there done that)
As long as you can do some / most of the work yourself  you MIGHT (really long shot) stay within your budget.
