A friend who is into these very high revving engines says that after about 12000 RPM, valves become dispensable. He postulates that at these revs the "ram" effect of incoming gas is higher in pressure than the pressure generated by the exploding gas in the cylinder. The valve is then actually limiting potentially higher outputs by blocking off what is effectively an inlet system operating just like a turbo on full boost, but with potential to ram in to the cylinder more explosive charge at a much higher pressure.
