Sounds like rings, but only a complete stripdown and measure will 
tell the full story of the $$$ involved.  Personally I'd opt for 
finding a good running L28 and dropping that in as you'll be on the 
road quicker plus there are immediate performance advantages, 
although it must be said that most of the NA L28's around are low 
compression types with very mild cams.

As to an L28ET, good luck in finding one, literally as rare as hens 
teeth and not likely to be cheap unless completely shagged.  If you 
did get such an animal, yes an engineers certificate would be 
required and a brake upgrade would be mandatory....
