Yes The oil in the sump is only there because its a convenient place to collect it and cool it before pumping it around the engine again.
There are some engines that have "dry" sumps. The oil is pumped away immediately (scavenged) to a separate storage reservoir, to stop it slopping up the walls and the front and rear under severe turning, acceleration and stopping.
