I don't think you guys get particularly bad fuel...from that artical it would seem you get the same octane ratings that we get ...only difference is we pay the equivelent of about $2.20 a litre for it. LRP is junk...here in the UK it's the only fuel that carries no British Standard of any kind...therefor it could be any old crap. I tend to use normal ULP which I have had no problem with in the L series powered Dattos. Any turbo or high compression motors get Optimax or super unleaded (usually 97 or 98 ron) and My AMC gets that and additive as well as it's very high compression and pinks on anything less. The additive I use is Castrol Valvemaster which give upper cylinder lube and octane booster. The only reason I use that it the car came with about 25 bottles or it in the boot and each bottle treats 250 litres...so it'll last a while :-)
The only engine I have seen damaged by ULP is a J15 in my 620. That's suffered valve recession on the center two exhaust valves. That engine also runs much better on optimax than ULP. Due to this I run an additive in my 411 as well as it has a J13.
