hi,  you should nt have to use a torque wrench or  weight gauge.
tighten the wheel nut up just till it stops , then a bit more i.e just keep
tightening the nut until you get no  more play out of the wheel from side to
side ,  top and bottom.
are  the front wheels balanced?
tyres are not out of round?

 front discs that are a bit  warped can cause vibration, check that.
no worn suspension bits?
