weber questions

Hi Guys,   I was wondering if you could help me with my setting up my 40mm webers.   Please see the link below as the questions refer to the picture:   http://www.howqua.net/richard/webber.jpg   Questions:   how can I connect #2 and #3 together they are off line and a heap shorter that the original throttle rods... do you guys use a cable instead or something?   where should I be connecting #1 to?
