why would it use more fuel all other things being equal?

The amount of fuel used in this series of engines depends almost entirely on the amount of work done. The different versions don't change efficiency much. Turbo the engine so it produces a little more power and if you don't make many mistakes, when you're producing a little more power, it will use a little more fuel. A turboed 240D is likely to be just about as "thirsty" as a N.A. 300D everything else being equal (don't try comparing a car with a manual transmission with one with an automatic - the auto will consume 10-15% more fuel).

The OM60x series engines WERE a good bit more efficient than the OM61x engines and the OM64x engine are still more efficient, but within each series, fuel consumption is very closely tied to the power produced.
