The $40K/year number is generally in the larger cities with heavy union control - and unfortunately the places with the highest spending typically have the lowest achievement. Wash DC is one of the worst - very poor education and very high spending. This is also where minority families pushed the hardest for School Vouchers to level the playing field. But they lost, unions and politicians won.

There's an excellent article called "The Dumbing Down of America" which can be found easily on the net - if need be I’ll be happy to send you a copy on request.

It's lengthy at 700+ pages (IIRC 300+ pages are Appendixes) but each page is full of disturbing info about the American Ed. System and how it got that way. It's a well documented, well written white paper.
