"Government land" and "public owned" are the same thing. Held it trust by the Federal Government for public use.

That does NOT mean you can do whatever you want with it because you are part of the public, a point that many people choose to "confuse". The Interior Department sets rules for use, including no access if appropriate.

In this case Mr. Bundy is refusing to obey the BLM restrictions on land use, and has refused to pay lease payments, which are REQUIRED BY LAW in order to run cattle on the land. This has been true since before he was there, it was never "free range" in that you could do anything you wanted.
