JoAnn Fabric has replacement fabric, it's the same stuff used by GM and Jeep, both of which have falling headliner issues.

Remove the backing and bad headliner, scrape all the crap off, fit new fabric, and glue it on with 3M spray adhesive, just like putting a new foam pad in the engine compartment.

Nothing else works. Worse case you have a headliner that isn't a perfect color match, which beats the bejeesus out of having it flapping in the breeze.
