You can get an angle grinder for $50-125 (depending on size, power, etc.) that takes cutoff wheels, you can also put wire brushes and other things on it. I have a Dewalt, a nice tool. Unless you get a big compressor that cutoff tool will drain it quickly then you have to wait awhile for it to recharge.
