All bio weapons are lousy, because they all have the same flaws.
1. Containment. They can not be strictly contained to only attack the
"enemy"..
2. Delivery: Very loose parameters, all subject to simple things like wind
direction, infection vectors, etc etc etc... The USA spend billions trying
to develop bio as a war tool.. none worked.
3. The list of down side factors is manifold. To long to detail here.
Bottom line, bad business only entertained by total mad men in charge.
