The 114/115 AC blower, separate from the heater blower, is much more effective. It's a double-ended squirrel cage fan in the recirculation path, not the little propellor fan in the fresh air path. Of course, the blower changeover switch could fail, or the duct levers (which operate it as well as the flaps) could be stuck. Not everybody knows they have two blowers, nor that they do different things.
