The freeway speed limit in oregon is 65mph maximum, and 55mph near
cities/urban areas. I live in oregon, drive a lot of miles each year,
and get pulled over very quickly if I exceed the speed limit. I have
been pulled over (warning, no ticket) for going 64mph in a 55 zone
with the speed of traffic. There are many areas that are continuously
monitored speed traps (such as I-84 in hood river county, or I-5 in
Salem), and they will pull almost everyone over who goes 10mph over
the speed limit. I think there are very few state cops, because the
highways are almost entirely patrolled by county cops which are very
abundant. Small communities seem to use traffic tickets as a major
revenue source for their government. Washington is much worse in this
regard then Oregon. In Pacific, WA and Pomeroy WA you will get pulled
over and ticketed for doing 2mph over the limit, and the fines are
excessive compared to other states.
I have never been pulled over for speeding in any of my diesel
vehicles, but my gasoline volvo 740 turbo is another story :-&
I am genuinely surprised that you found Oregon drivers to drive fast,
since I have been surprised by much faster people drive in most of
the other states I have driven in (especially Nevada, California, and
the midwest).

Also the portland paper was full of complaints about how there was
only say two state cops patrolling such and such highway due
to cutbacks and redistribution of funds, vote for so and so to
restore law an order, etc... that an subtle hints that the entire
state was
fair game for speeders because of this issue (real or not, it is
election time I guess).
